New Jersey Youth Soccer Recreation Level Referee Program |

United States Youth Soccer, in conjunction with the United States Soccer Federation, has developed a national program for Recreational Youth Referee also known as a Grade 9 Referee. This program has been designed to develop referees specifically for U14 and below recreation level programs and is geared toward supporting the younger referee.
This program will provide eight hours of instruction. A portion of this instructional time has been set aside to allow each club to discuss the unique rules in its own competitions. To accomplish this training, one of the program goals is to develop a certified instructor for the course material in each large club. In addition, the referee organization will hold classes for multiple clubs when necessary.
NJYS feels there are many benefits to our recreation clubs with this program.
The program will provide a formal, USSF Referee Program supported training program.
The program will provide for, at least, yearly training of the referees. These referees will be eligible to attend any referee training session offered.
The program will provide USSF general liability insurance for the referees. In addition, recreation program referees will still be covered under the NJYS accident/medical insurance program.
The program will allow NJ Youth Soccer and the USSF to take action against anyone who assaults or abuses a referee.
The program will provide a path for referees to follow if they want to go "up" the referee ladder.
The program will allow those that successfully complete the class to take a one and one-half day (as opposed to three day) training class to become Grade 8 Referees (traveling games). This will have the effect of increasing the number of referees in your traveling program and recreation program, while also increasing the quality.
The referee will become part of the "family" of referees in New Jersey and the United States. This helps both the referees and the game.
The $20 annual fee is the United States Soccer Federation registration fee. It provides for a badge, law book and national registration for insurance and instructional purposes.
